XP Sales are low and really I'm not surprised. Retail sales reflect how many boxes of the new OS left the shelves and many analysts think that users will prefer to get their OS with a new computer than to buy an upgrade for their old one.
Personally I think low sales could be due to the product activation or simply that some computer users don't believe they need to upgrade.
